RHEL8 Beta cannot fetch update

I have a developer account on redhat.com, and on my subscription manager page, I can see 2 subscriptions.

• RHEL: Red Hat Beta Access
• RHEL Developer: Red Hat Developer Subscription

Problem

When I install a rhel8-beta in hyper-V, after running subscription-manager register && subscription-manager attach, then when I try to install software via dnf, I cannot fetch any package.

When I run subscription-manager list --available --all, I found that my os (rhel8-beta) may attach to the Red Hat Developer Subscription
